7 वें वेतन आयोग: सरकारी कर्मचारियों, उनके जीवनसाथी के लिए भारी लाभ की घोषणा

 7 वें वेतन आयोग: भारत में 50 लाख से अधिक केंद्रीय सरकारी कर्मचारी उत्सुक रूप से 7 वीं वेतन आयोग की सिफारिशों के कार्यान्वयन की प्रतीक्षा कर रहे हैं।

7 वें वेतन आयोग: भारत में 50 लाख से अधिक केंद्रीय सरकारी कर्मचारी उत्सुक रूप से 7 वीं वेतन आयोग की सिफारिशों के कार्यान्वयन की प्रतीक्षा कर रहे हैं। यद्यपि इन सभी को लाभ नहीं दिया गया है, कार्मिक, लोक शिकायत और पेंशन मंत्रालय के तहत कार्मिक और प्रशिक्षण विभाग (डीओपीटी) ने हालिया घोषणापत्र एक निश्चित खंड के लिए अच्छी खबर लाया है। इस परिपत्र में 27 मार्च को जारी किया गया था, मंत्रालय ने कहा कि सरकारी कर्मचारियों और उनके पति अब लीव ट्रैवल कंसेशन (एलटीसी) का लाभ उठाने में सक्षम होंगे।

मंत्रालय ने कहा कि मौजूदा एलटीसी निर्देशों के कारण, भारतीय रेलवे में काम कर रहे सरकारी कर्मचारियों और उनके पति-पत्नी, एलटीसी की सुविधा के लिए हकदार नहीं हैं क्योंकि उन्हें मुफ्त पास की सुविधा उपलब्ध है। हालांकि, सातवें वेतन आयोग ने सिफारिश की कि उन्हें एलटीसी संचयन में शामिल किया जाना चाहिए।

"इस विभाग में रेल मंत्रालय के परामर्श से इस विभाग में विचार किया गया है। यह निर्णय लिया गया है कि रेलवे कर्मचारियों को चार साल के ब्लॉक में एक बार सभी भारतीय एलटीसी का लाभ उठाने की इजाजत हो सकती है। "उन्होंने कहा," अखिल भारतीय एलटीसी "रेलवे कर्मचारियों के लिए पूरी तरह से वैकल्पिक होगा।"
हालांकि, मंत्रालय ने यह स्पष्ट कर दिया कि रेलवे कर्मचारियों (पास) नियमों द्वारा सभी रेलवे कर्मचारियों को शासित होना जारी रखा जाएगा और उनके द्वारा सीसीएस (एलटीसी) नियमों के तहत "अखिल भारतीय एलटीसी" का लाभ उठाने के लिए विशेष पास पास नियम के प्रासंगिक प्रावधान के तहत आदेश

यह भी स्पष्ट किया गया था कि रेलवे कर्मचारी "होम टाउन एलटीसी" के लिए पात्र नहीं होंगे और उन्हें कैलेंडर वर्ष में उनको विशेषाधिकार (रियायती या मुफ्त टिकट) पास के रूप में स्वीकार करना होगा जिसमें वे एलटीसी सुविधा का लाभ उठाने का इरादा रखते हैं।

इस बीच, मिज़ोरम के वित्त मंत्री लालसावत ने बुधवार को राज्य विधानसभा को सूचित किया कि राज्य सरकार 2018-2019 के दौरान सातवें केंद्रीय वेतन आयोग को लागू करने का इरादा है। पांच सदस्यों के सवालों के जवाब में, लालसावत ने कहा कि सरकार सातवें वेतन आयोग का अध्ययन करने के लिए एक समिति की सिफारिश की प्रतीक्षा कर रही थी, जो अभी तक अपनी रिपोर्ट और सिफारिशें जमा नहीं कर पाई है।
उन्होंने कहा कि राज्य सरकार 563.24 करोड़ रुपये का अतिरिक्त व्यय करेगी, अगर सातवीं केन्द्रीय वेतन आयोग की सिफारिश लागू की जाएगी।

According to the report of Financial Express News Web Portal, government employees can get increased salaries from April 1.  7 वें वेतन आयोग की ताजा खबरें आज 2018: लंबी प्रतीक्षा के अंत में, केंद्रीय सरकार के कर्मचारियों को अगले महीने से अपने वेतन में वृद्धि की संभावना है। 2016 में वित्त मंत्री अरुण जेटली ने वादा किया था कि केंद्र वेतन वृद्धि को बढ़ा सकता है।

7 वें वेतन आयोग की ताजा खबरें आज 2018: लंबी प्रतीक्षा के अंत में, केंद्रीय सरकार के कर्मचारियों को अगले महीने से अपने वेतन में वृद्धि की संभावना है। जैसा कि 2016 में वित्त मंत्री अरुण जेटली ने वादा किया था, केंद्र अप्रैल से 7 वीं वेतन आयोग की सिफारिशों के अनुसार निम्न स्तर के केंद्रीय सरकारी कर्मचारियों के वेतन में वृद्धि कर सकता है। वेतन मैट्रिक्स स्तर 1 से पांच के वेतन लेने वाले कर्मचारी वेतन वृद्धि देखेंगे

रिपोर्ट के अनुसार, एनडीए सरकार न्यूनतम वेतन को 18,000 रुपये से 21,000 रुपये तक बढ़ाने की योजना बना रही है।

7 वें वेतन आयोग की सिफारिशों के मुताबिक, फिटन का कारक 2.57 गुना से बढ़ाकर 3.00 गुना बढ़ गया है। हालांकि, केंद्र सरकार के कर्मचारियों ने फिटमेंट फैक्टर में 3.68 गुना की बढ़ोतरी की मांग की है, जो 7 वें वेतन आयोग या 7 सीसीसी की सिफारिशों के विपरीत है, जो तीन बार बढ़ने वाले फिटमेंट फैक्टर की सिफारिश करता है।

यह भी जोड़ना महत्वपूर्ण है कि वेतन मैट्रिक्स स्तर के आधार पर वृद्धि भिन्न होगी। यह उच्च अंत और निम्न स्तर के सरकारी कर्मचारियों के बीच आय में असमानता को कम करने के लिए सरकार का सचेत प्रयास माना जाता है। इस प्रकार, पहले से ही अच्छी तरह से भुगतान करने वाले कर्मचारी सामान्य लाभ से अधिक काटा नहीं जा सकते। उल्लेखनीय रूप से असमान आय को कम करने के लिए वित्त मंत्रालय ने 12 फरवरी को केंद्रीय बोर्ड ऑफ एक्साइज एंड कस्टम्स के तहत सभी निदेशालयों के ग्रुप सी कर्मचारियों के साथ सभी ग्रुप बी अधिकारियों के विलय का निर्देशन किया था। यह कर्मचारियों के कर्मचारियों के साथ अधिकारियों को विलय करने के लिए एक अग्रणी प्रयास के रूप में देखा गया था। वेतन विसंगतियों के मुद्दे को हल करने के लिए, नरेंद्र मोदी की अगुवाई वाली एनडीए सरकार ने सितंबर 2016 में राष्ट्रीय विसंगति समिति (एनएसी) का गठन किया।

त्रिपुरा में 7 वें वेतन आयोग!

इस बीच, त्रिपुरा के नवनिर्वाचित मुख्यमंत्री, बीप्लब देब कुमार ने घोषणा की है कि त्रिपुरा सरकार राज्य सरकार के कर्मचारियों के लिए 7 वीं वेतन आयोग की सिफारिशों के कार्यान्वयन के लिए एक विशेषज्ञ समिति का गठन करेगी। यहां उल्लेखनीय है कि भाजपा ने अपने चुनाव अभियान के दौरान राज्य में सातवें वेतन आयोग की सिफारिशों को लागू करने का वादा किया है।

त्रिपुरा मुख्यमंत्री की घोषणा के एक हफ्ते बाद गुजरात राज्य सरकार ने 8.77 लाख लोगों (4.65 लाख से अधिक गुजरात सरकार के कर्मचारियों और 4.12 लाख से अधिक पेंशनधारियों) के लिए 7 वां वेतन आयोग के लाभ की घोषणा की। कथित तौर पर, विजय रुपानी के नेतृत्व में गुजरात सरकार इस महीने से कर्मचारियों को इन लाभों को बाहर करने शुरू कर देगी।

दरअसल सरकार ने अपने कर्मचारियों को सातवें वेतनमान का फायदा देने के साथ ही इसपर एक पेंच भी लगा दिया। सरकार की ओर से जारी आदेश में यह साफ किया गया है कि, नगर निगम के पास फंड नहीं है, ऐसे सातवें वेतनमान पर जो अतिरिक्त खर्च आएगा उसकी भरपाई खुद निकाय को करनी होगी।

नगरीय प्रशासन विकास विभाग के उप सचिव ने एक फरवरी को सातवां वेतनमान देने का आदेश जारी किया था। इसमें साफ तौर पर इस बात का जिक्र किया गया है कि, सातवां वेतनमान देने में जो भी रकम अतिरिक्त खर्च होगी उसकी भरपाई संबंधित निकायों को करनी होगी।

वेतनमान के लिए सरकार से किसी भी तरह का अनुदान नहीं दिया जाएगा। अब सवाल यह उठता है कि अगर निकाय खुद की आय से कर्मचारियों को सातवां वेतनमान देते हैं तो विकास कार्य में होने वाले खर्च के लिए फंड की कमी से जूझना पड़ेगा।

कर्मचारी नेताओं का कहना है कि, वित्तीय संकट के लिए सरकार खुद जिम्मेदार है। उन्होंने कहा कि, हमसे राशन कार्ड, जनगणना सर्वे जैसे अतिरिक्त काम भी कराए जाते हैं। जिसकी वजह से निगमके कर्मचारी टैक्स की वसूली नहीं कर पाते हैं। इसके साथ ही कर्मचारी नेताओं ने कहा कि, नगर निगम और निकाय बड़े उद्योगों से टैक्स की वसूली नहीं कर सकते हैं। ऐसे में वेतमान की भरपाई सरकार को ही करनी चाहिए।

कर्मचारी नेताओं ने सरकार पर आरोप लगाते हुए कहा कि, सरकार का यह फरमान एक तीर से दो निशाने लगाने जैसा है। एक तरफ जहां कर्मचारियों को रिझाया गया वहीं दूसरी ओर पेंच फंसाकर मामले को उलझा दिया गया। वहीं बड़े अधिकारी अभी इस मामले में कुछ भी कहने से बच रहे हैं।

रेलवे भर्ती बोर्ड (RRB) ने रेलवे ग्रुप डी 6297 के रिक्त पदों के लिए ऑनलाइन आवेदन स्वीकार करना शुरू कर दिया है. ग्रुप- डी पदों के लिए अधिसूचना के आवेदन शुल्क जमा करने की प्रक्रिया भी प्रारंभ हो गयी है. रेलवे भर्ती बोर्ड द्वारा सभी क्षेत्रों के लिए जारी की गयी अधिसूचना के अनुसार ऑनलाइन आवेदन करने के लिंक के साथ हम सेंट्रलाइज्ड एम्प्लॉयमेंट नोटिफिकेशन को डाउनलोड करने का लिंक भी यहाँ दे रहे हैं.

RRB (CEN 02/2018) 62907 ग्रुप-डी पोस्ट चयन प्रक्रिया (भर्ती प्रक्रिया)

ऑफिशियल वेबसाइट पर दिए गए लिंक के माध्यम से उम्मीदवार को RRB के सभी अधिसूचित पदों के लिए ऑनलाइन आवेदन प्रस्तुत करना होगा.

उम्मीदवारों का चयन निम्न आधार पर किया जायेगा-

• लिखित परीक्षा

• व्यक्तिगत साक्षात्कार

• दस्तावेज़ सत्यापन

भर्ती प्रक्रिया में कंप्यूटर आधारित टेस्ट (सीबीटी), फिजिकल इफीसियेंसी टेस्ट (पीईटी) व दस्तावेज़ सत्यापन शामिल होंगे.

चयन प्रक्रिया के सभी गतिविधियों के लिए निर्धारित तिथि समय एवं स्थान की जानकारी RRB द्वारा तय किये जायेंगे. रेलवे भर्ती द्वारा निर्धारित तिथि समय एवं स्थान में किसी प्रकार के भी परिवर्तन नही मान्य नही होंगे.

A. कंप्यूटर आधारित टेस्ट (CBT)

रेलवे भर्ती बोर्ड के वेबसाइट से डाउनलोड किये गये ई-कॉल लेटर में दिए गये तिथि, समय एवं स्थान पर सभी उम्मीदवारों को कंप्यूटर बेस्ड टेस्ट में शामिल होना पड़ेगा. ई-कॉल डाउनलोड करने से संबंधित सूचना उम्मीदवारों को वेबसाइट के माध्यम से एवं पर्सनल ईमेल के द्वारा दिए जारी किये जायेंगे.

कुल समय- 90 मिनट

कुल प्रश्नों की कुल संख्या- 100

उम्मीदवारों की श्रेणी के अनुसार योग्यता के लिए अंकों का प्रतिशत इस प्रकार निर्धारित किया गया है- अनारक्षित-40%, ओबीसी- 30%, एससी-30%, एसटी- 30 प्रतिशत. योग्य माने जाने के लिए निर्धारित इन प्रतिशत अंकों में से दिव्यांगों को 2% छूट दी जाएगी.

प्रश्नों के प्रकार एवं सिलेबस

सभी प्रश्न बहुवैकल्पिक प्रकार के होंगे जिसमें इन विषयों से प्रश्न शामिल किये जायेंगे-

नम्बर सिस्टम, BODMAS, डेसीमल, फ्रैक्शन, LCM, HCF, रेशिओ एंड प्रोप्रोर्शन, परसेंटेज, मेंसुरेशन, टाइम एंड वर्क, टाइम एंड डिस्टेंस, सिंपल एंड कंपाउंड इंटरेस्ट, प्रॉफिट एवं लोस, अलजेब्रा, ज्योमेट्री एंड ट्रीगोनोमेट्री, एलेमेंट्री स्टैटिक्स, स्कवायर रूट, ऐज कैलकुलेशन, कैलेंडर एंड क्लॉक इत्यादि.

D. जनरल अवेयरनेस- कर्रेंट अफेयर्स, साइंस टेक्नोलॉजी, स्पोर्ट्स, कल्चर, पर्सनलिटीज, इकोनॉमिक्स, पॉलिटिक्स एवं अन्य महत्वपूर्ण विषय.

फिजिकल एफिसिएंसी टेस्ट (PET)

वैसे उम्मीदवार जो CBT में सफल घोषित किये जायेंगे उन्हें फिजिकल एफिसिएंसी टेस्ट (PET) के लिए बुलाया जायेगा. RRB द्वारा कुल घोषित किये गये रिक्तियों के 2 गुना उम्मीदवारों को फिजिकल एफिसिएंसी टेस्ट (PET) के लिए बुलाया जायेगा. वैसे यह पूरी तरह रेलवे के ऊपर है कि वे इस सम्बन्ध में अपने अनुसार संख्या बढ़ा घटा सकते हैं. उम्मीदवारों को फिजिकल एफिसिएंसी टेस्ट (PET) पास करना अनिवार्य है जो क्वालीफायिंग नेचर का होगा.
