नई दिल्ली: वेतन वृद्धि की प्रक्रिया के साथ जुड़े वित्त मंत्रालय के अधिकारियों ने नाम से नकार की शर्त पर द सेन टाइम्स को बताया कि वेतन वृद्धि पर कोई बकाया भुगतान केंद्र सरकार के कर्मचारियों को नहीं दिया जाएगा।

उन्होंने कहा, "सरकार सातवीं वेतन आयोग के सुझाव के आगे निचले स्तर के कर्मचारियों के वेतन में बढ़ोतरी के वित्त मंत्री के आश्वासन पर अपनी जिम्मेदारियों के प्रति प्रतिबद्ध है, जो अप्रैल से भुगतान की जाएगी।"

"यह निचले स्तर के कर्मचारियों पर वित्तीय प्रभाव के लिए एक महत्वपूर्ण भुगतान है, लेकिन वेतन वृद्धि पर कोई बकाया नहीं दिया जाएगा और वित्त मंत्री अरुण जेटली इसे अप्रैल की शुरुआत में कैबिनेट के पास रखेंगे।"

सबसे कम कमाई वाले केंद्रीय सरकारी कर्मचारियों को जनवरी 2016 में 18,000 रुपये मिलते हैं, क्योंकि 7 वें वेतन आयोग ने न्यूनतम वेतन 7,000 रुपये से 18,000 रुपये प्रति महीने की मांग की, जबकि अधिकतम वेतन 90,000 रुपये से 2.5 लाख रुपये तय किया गया। 6 वें वेतन आयोग का बुनियादी वेतन और सिफारिशों को मंत्रिमंडल की मंजूरी मिल गई, जो 29 जून, 2016 है।

केंद्र सरकार के कर्मचारियों के यूनियनों के नेताओं का तर्क है कि मौजूदा न्यूनतम वेतन 18,000 रुपये पर रहने के लिए पर्याप्त नहीं है।

उन्होंने कहा कि न्यूनतम वेतन बढ़ाने से वेतन का अंतराल भी बढ़ सकता है, 7 वीं वेतन आयोग की सिफारिशों में सबसे अधिक वेतन और न्यूनतम न्यूनतम वेतन के बीच की वेतन अंतर 1:14 है, जो 6 वीं वेतनमान में 1:12 था ।

7 वें वेतन आयोग को छोड़कर सभी वेतन आयोग ने कम वेतन वाले कर्मचारियों और दूसरे वेतन आयोग के शीर्ष अधिकारियों के बीच वेतन अंतर बनाया 1:41 अनुपात छठी वेतन आयोग 1:12।

वेतन अंतर के मद्देनजर, केंद्र सरकार के कर्मचारियों के यूनियनों ने न्यूनतम वेतन के लिए 18,000 रुपये से 26,000 रुपये की मांग की और उन्होंने 2.57 बार से फिटमेंट कारक 3.68 बार बढ़ाने की मांग की।

तदनुसार, उन्होंने 11 जुलाई, 2016 को वेतन वृद्धि पर एक अनिश्चित हड़ताल पर जाने की धमकी दी थी।

यूनियनों ने 30 जून 2016 को वित्त मंत्री अरुण जेटली से एक उच्च स्तरीय समिति के माध्यम से अपने वेतन और फिटमेंट फॉर्मूला बढ़ाने की मुख्य मांग पर आश्वासन के बाद अपनी अनिश्चितकालीन हड़ताल को बंद कर दिया था।

इसलिए, सरकार ने वेतन विसंगतियों को हल करने के लिए उच्च स्तर की समिति के बजाय सितंबर 2016 में राष्ट्रीय विसंगति समिति (एनएसी) का गठन किया।

एनएसी 2.57 गुना से फिटमेंट फैक्टर को 3.00 गुना बढ़ाकर 21,000 रुपए का न्यूनतम भुगतान करने की मंजूरी दे सकता था। इस बीच, कार्मिक और प्रशिक्षण विभाग (डीओपीटी) ने पिछले साल 30 अक्टूबर को एक पत्र जारी करते हुए कहा था कि न्यूनतम वेतन और व्यवस्था के फार्मूले में वृद्धि की मांग को विसंगति के रूप में नहीं माना जाता है, इसलिए ये नहीं आते हैं एनएसी का दायरा

हालांकि, जेटली ने 1 9 जुलाई, 2016 को राज्यसभा में आश्वासन दिया, "सरकार सभी हितधारकों के साथ चर्चा के बाद 7 वें वेतन आयोग की सिफारिशों के अलावा लंबी पैदल यात्रा के वेतन पर विचार करेगी।"

इसलिए, डीओपीटी के सूत्रों ने कहा कि निम्न स्तर के कर्मचारियों के वेतन में बढ़ोतरी का प्रस्ताव वित्त मंत्री द्वारा स्वीकृत किया जा सकता है क्योंकि उन्होंने इसके लिए वादा किया था।

वित्त मंत्रालय के अधिकारियों ने यह भी कहा कि सरकार डीओपीटी पत्र को छोड़ने और प्रतिबद्धता को लागू करने की सोच रही है, जो कम से कम कर्मचारियों के वेतन में वृद्धि करने के लिए एफएम जेटली द्वारा बनाई गई थी।

एफएम प्रतिबद्धता के अनुसार, उन्होंने कहा कि वेतन मैट्रिक्स स्तर 5 तक केंद्रीय सरकारी कर्मचारियों का वेतन अप्रैल से बढ़ाया जाएगा लेकिन वेतन वृद्धि पर कोई बकाया भुगतान कर्मचारियों को नहीं दिया जाएगा।
